The EHEA Twinning Project started the preparation of ‘Standards and Guidelines for Quality Assurance of Higher Education in Azerbaijan’ (AzSG) at the end of April 2016, when leading European experts in higher education quality assurance of the Twinning project had a mission on the AzSG in Baku. The Finnish and Estonian experts who carry the main responsibility of the preparations of the AzSG in the Twinning project are Dr. Helka Kekäläinen, Dr. Heli Mattisen and Dr. Kirsi Hiltunen.
During the visit the European and Azerbaijan Project Leaders of the Twinning project decided to invite a group of Azerbaijan experts to take part in the ‘Drafting Group’ to work with Finnish and Estonian quality assurance experts in order to prepare a draft for the evaluation manual for the evaluation of three Azerbaijan pilot universities in spring 2017. The major criteria of the selection of group members were that the members were trained on ESG and evaluation and their English skills, the latter since the Twinning project has been agreed to work in English.
After the pilot evaluation the evaluation manual will be revised on the basis of the experience of Azerbaijani pilot experiences. The final outcome will the EHEA Twinning recommendation for the ‘Standards and Guidelines for Quality Assurance of Higher Education in Azerbaijan’ (AzSG)
